Dr. Umar Khan a.k.a Stillurk, Born on October 23, 2002, in a quaint town in New Jersey, USA, Dr. Umar Khan was raised in a close-knit and intellectually rich family of four. His father, Mr. Samir Khan, is a software engineer, while his mother, Mrs. Hina Khan, is a gifted painting artist and owner of an art gallery. His younger sister, Rida Khan, drew inspiration from his journey as a health leader.
Growing up in an environment that harmonized work discipline with artistic expression, Dr. Umar received his early education at a Catholic school, where he laid the groundwork for his future pursuits. From a young age, he was deeply influenced by the values of service, empathy, and innovation—qualities that naturally steered him toward the field of medicine.

Completed clinical clerkships in 13 core medical and surgical specialties. Provided comprehensive outpatient care in Internal Medicine Screening Clinics, Otorhinolaryngology, Primary Health Centres, Family Clinics, and Psychiatry, emphasizing history-taking, detailed general and systemic examinations, and diagnostic evaluations. Delivered in-patient care, including supervised medical procedures such as blood pressure and pulse assessments, chest, abdomen, and cardiac auscultation, blood sampling, cannulation, Foley catheter insertion, CPR, suturing, and incision and drainage. Responsibilities
- 1. Statutory & Legal Compliance As per the mandate under the Companies Act, 2013 (Section 8), the President & Chairperson is legally responsible for: Ensuring filing of Annual Returns, Audited Financial Statements, and Form MGT-7A with the Registrar of Companies (ROC) Maintaining transparency through compliance with: Income Tax Act, 1961 GST regulations under GSTIN 23AAICI0114L1ZW, FCRA (if applicable) for international donations Appointment and supervision of a Company Secretary and CA to manage regulatory submissions and ROC audits.
- 2. Governance and Accountability Serve as the chief custodian of the Foundation’s ethical, legal, and fiduciary duties. Maintain the Minutes of Meetings of the Board and AGMs as per the Companies Act. Prevent misuse of the organization’s Section 8 non-profit status (e.g., no dividend distribution; profits used only to further objectives).
- 3. Financial Oversight & Donor Responsibility Oversee the legal usage of funds, ensuring 100% of donations, grants, and partnerships are directed toward charitable objectives. Ensure donor transparency and maintain: Utilization certificates Receipts & Acknowledgements Section 80G & 12A compliance (where applicable for donor tax exemption) Ensure banking and UPI details are securely maintained.
- 4. Public Representation & Media Accountability Legally responsible for any public communication, press release, or online content in the name of the foundation. Any breach, misinformation, or unauthorized representation by team members must be addressed with formal notice and action. Ensure all regional and global events (especially ceremonies like NPHRS) follow appropriate permissions, venue contracts, and legal documentation.
- 5. Crisis Management & Ethical Conduct Required to act during medical, legal, social, or reputational crises in accordance with: The Companies Act Bharatiya Nyaya Sanhita (BNS) (if public or employee harm is involved), Institutional Ethical Guidelines for Nonprofits Prohibited from holding office if disqualified under Section 164 of the Companies Act due to insolvency, conviction, or misconduct.
- 6. Oversight of Public Initiatives & Projects The President has legal and operational oversight over all initiatives and their compliance with national guidelines: a. Mental Assistance Response Service (MARS) Maintain ethical data privacy practices under IT Act, 2000 and Indian Mental Healthcare Act, 2017. Ensure that helpline counselors are trained and operations remain youth-friendly, confidential, and medically informed. All records and feedback mechanisms must comply with clinical audit and review protocols for quality control. b. Nations’ Plenary Health & Research Summit (NPHRS) Guarantee that Fellowships (F.I.A.H.S.H, F.I.A.H.O.H, F.I.A.H.R.H) and event certificates meet academic and institutional credibility standards. Manage public communications, press releases, and recognition protocols to avoid misinformation or misuse of honorary titles.
